The International Cooperation and Exchange Office (ICEO) is entrusted with the task of assisting IIUM in achieving its mission of internationalization. The main function of the office is to act as a central body which coordinates and holds information about any matters at the international level. ICEO is largely responsible for the recruitment of International students for the university, which is in line with the university’s strategic plan of having 25% of its student population made up of  international students by the year 2015.

The office is also in charge of the signing of Memorandums of Understanding (MOU) between IIUM and various universities and organizations around the world. The MOUs allow a progressive and rewarding collaboration between parties and make the exchange of knowledge, experience and resources viable. One example would be the cooperation agreement between Al-Bukhary Foundation and IIUM, where students from poor Islamic countries would be given an opportunity to study at the university. Apart from playing its role in recruiting more International students for the university, the ICEO has also been given the responsibility to co-ordinate visits by International visitors to IIUM, and events that involve International guests.

ICEO hopes to devise more strategic marketing plans which will help to attract more International students to choose IIUM as their ideal university. ICEO also aspires to assist IIUM in achieving more collaboration with other high-ranking universities around the world which will ultimately help the IIUM to be recognized as a highly-ranked university .
