ANNOUNCEMENT ON THE OPENING OF THE PROTOTYPE DEVELOPMENT RESEARCH GRANT (PRGS) 2.0/2020

 We are pleased to inform you that the Prototype Development Research Grant (PRGS) 2.0 IS NOW OPEN.

Ministry of Higher Education has opened the application for Prototype Development Research Grant (PRGS) 2.0 by 2020 to academic staff at Public Universities, Private Universities (including University Colleges) and Branch Universities beginning June 16, 2020. Opening of this application is online MyGRANTS (Malaysia Greater Research Network System) accessible at https://mygrants.gov.my. The application deadline for PRGS 2.0 for 2020 is 6 JULY 2020.

The Prototype Research Grant Scheme Application Phase 2.0 for 2020 aims to encourage demand-driven research, to meet the needs of the industry and society by bridging the gap between research findings and commercialization and impacting the Quintuple Helix.    


The SCHEDULE of the Grant Opening is as follows: 

3. The launch of PRGS 2.0 by 2020 is based on 21 focus areas under seven (7) research domains: 

    (a) Information and Communication Technology (ICT); 

    (b) Technology and Engineering (TK);

    (c) Pure and Applied Science (STG); 

    (d) Health and Clinical Sciences (SKK);

    (e) Social Science (SS); 

    (f) Literature and Literature (SSI); and 

    (g) Natural and Cultural Heritage (WAB)   

Note: Further information on the focus areas is provided in Appendix A. Priority will be given to applications involving COVID-19 related research proposals.

4. Researchers 

    (a) The application for this research grant is open to all researchers who meet the requirements and criteria (please refer to Appendix D - PRGS 2.0 Guidelines 2.0 (Year 2020)); 

    (b) the Project Leader must have completed and completed the Performance Report for projects approved in the previous phase and approved by their respective RMCs in the MyGRANTS Monitoring Module (excluded for RAGS 2012-2013, RACE, LRGS, NRGS); 

     (c) Researchers are only allowed to submit one (1) application as Project Leader for PRGS 2.0 by 2020; and 

     (d) Researchers need to update and complete Researcher Profiles (including Personal Information, Projects, Publications, Intellectual Property (IP), Supervision, Teaching, Consultation and Community Service) and this profile must be verified by RMC in MyGRANTS. The Ministry reserves the right to reject the application if the information is not updated or incomplete. 


 4.1 The total amount of allocation of the applications should not exceed the PRGS 2.0 application ceiling by 2020 of RM1,000,000.00 for a period of one (1) to two (2) years of research. 

 4.2 Each application must comply with all the terms and criteria set forth in the PRGS 2.0 Guidelines 2020 and the KPT Research Fund Governance Document.

 5. With effect from year 2020, Ministry of Education (MOE) has imposed Patent Search for all MyGrants Applications.

As such, we are pleased to share the attached slides in PDF FormatPatent Search IIUM for your kind reference.

Using the Lens.org, the patent search that is designed to create intellectual property awareness to MOE’s grant applicants would help the applicants to:

1) Familiarise with a basic patent search process;

2) View basic information associated with their research;

3) Identify the novelty position of their research application with regards to the intellectual property landscape;

4) Identify other actors (potential collaborators/stakeholders/competitors) in the sectors associated with their research areas;

5) Identify potential trends in intellectual property interest;

6) See historical patent trends associated their research;

7) Identify if neighbouring countries (Singapore, Indonesia, Thailand) has developed similar ideas; and

8) Avoid submitting research proposals that lacks novelty and potential economic and societal impact

7. GENERAL RULES OF APPLICATION:

INSTITUTION COMMITMENT

-Financial (Cash or In Kind)

-Facilities; or

-Permission to Open a Spin Off Company

RESEARCH AREA FOCUS

-Research proposal must fulfil one of the MOE’s research domains

-Research on the COVID-19 is ENCOURAGED.

  RESEARCHERS

 -Applications for research grants are open to all researchers who meet the requirements and criteria.   

COLLABORATION

-Compulsory to have a collaboration with a local/international Industry and government/private Agencies.

PAST PROJECTS

-The Project Leader must have completed past projects (MOE Grants or other Grants)

-Produced a functional prototype (TRL 3-6) and confirmed ICC/TTO/BIT COM at their Institutions. 

THE AMOUNT OF ALLOCATION AND THE DURATION OF THE RESEARCH 

 -The PRGS application ceiling is RM1,000,000.00 for one (1) to two (2) year research period;

1 minimum viable product (MVP) (TRL 6-8)

-1 Intellectual Property filed. 

- Impact to Quintuple Helix.

8. ADDITIONAL (NEW) GUIDELINES BY THE Ministry of Education (MOE):

* IMPORTANT NOTES:

Research with IMPACT FACTORto ensure a competitive research proposal, do ensure that your research proposal will directly impact the society, especially the Malaysian society.  

For the Financial Budget of MOE GRANTS, please take note:

5.2 USAGE OF FUNDS

5.2.1 The provisions of the PRGS shall not allow for the following matters: -

(a) Creating a business plan;

(b) Market survey;

(c) Product exhibition and promotion; and

(d) Travel to attend any conference / seminar / colloquium (colloquium).

5.2.2 Researchers are also not allowed to use grant allocation to make purchases that are not directly related to the research project.

Unauthorized purchases are as follows:

(a) Payment of any kind of professional / professional body membership fee and such;

(b) Purchase of reference material and the like;

(c) Purchase of ICT equipment and communications (such as mobile phones / laptops / printers / cartridges and the like);

(d) Payment of utility / telecommunications bills;

(e) Purchase of office equipment (such as stationery / paper / desk / chairs and the like);

(f) Purchase of storage equipment (such as external hard drive / pendrive / CD and the like);

(g) Payment of space / facility rental at their respective Institutions; and

(h) Other purchases not directly related to the research project.
