Dr. Hafidz Hakimi Bin Haron is an Assistant Professor at the Ahmad Ibrahim Kulliyyah of Laws (AIKOL), International Islamic University Malaysia (IIUM), where he serves in the Civil Law Department. His areas of specialisation include Constitutional Law, Human Rights Law, Media Law, Cyber Law, Digital Constitutionalism, and Regulation of Emerging Technologies.



Originally from Rompin, Pahang, Dr. Hafidz holds a Bachelor of Laws (LLB) from IIUM, a Master of Law (LLM) from Universiti Teknologi MARA (UiTM), where he was awarded the Excellent Masters Award in 2013, and a PhD in Law from IIUM. He also holds a Postgraduate Diploma in Higher Education Learning and Teaching (PGDHELT) from Universiti Utara Malaysia (UUM). He is a non-practising Advocate and Solicitor of the High Court of Malaya and an HRDC-accredited trainer. He is also a member of the Malaysian Media Council (MMC). 

Before joining IIUM, Dr. Hafidz served as a Senior Lecturer in Constitutional Law at UUM, following almost a decade of academic service at Multimedia University (MMU). His academic achievements have received prestigious national and institutional recognition, including the Majlis Penerbitan Ilmiah Malaysia (MAPIM) – Kementerian Pendidikan Tinggi (KPT) Award for Best Scholarly Book in the Social Sciences and Humanities and the National Book Award (Anugerah Buku Negara) for Best Academic and Political Science Book, in addition to several best paper and research awards. His scholarship explores the intersection of law, technology, constitutionalism, human rights, and democracy, with particular emphasis on freedom of expression, media regulation, online hate speech, information integrity, and artificial intelligence governance. His research examines how legal and constitutional frameworks can evolve in response to the opportunities and challenges of an increasingly digital society.


In 2024, Dr. Hafidz was selected for the Oxford Media Policy Summer Institute, organised by the Centre for Socio-Legal Studies, Faculty of Law, University of Oxford. At Jesus College, Oxford, he presented his research on online hate speech among youth in Malaysia, contributing to international conversations on media policy, digital governance, freedom of expression, and democracy.


He is the author of "Freedom of Press and Press Council: The Quest for an Ideal Regulatory Formula," a scholarly book that examines press freedom and regulatory frameworks in Malaysia. His scholarship has been published in academic journals and conference proceedings and has also reached wider public audiences through Malaysian media, including The Star, New Straits Times, Berita Harian, Malaysia Gazette, and Astro Awani. Dr. Hafidz has contributed to research collaborations, academic forums, policy discussions, and public scholarship, engaging with academic institutions and civil society organisations on issues relating to media freedom, youth, online harms, digital governance, and constitutional rights. His broader academic work seeks to advance understanding of how constitutional principles, legal institutions, and democratic values can remain resilient in an increasingly digital society, with particular attention to Malaysia and the wider Global South.
